Roseville Project Update
March 17, 2010

•  The emergency stairways are completed.
•  Drywall soffits and ceilings and drywall taping and sanding are 85 to 90% complete.
•  Painting is 75% complete; ceramic tile is 40% complete.
•  Plumbing and piping rough-ins are complete; plumbing and piping insulation is 85% complete.
•  HVAC duct mains and ducts are done.
•  The air handler retrofit is 85% complete.
•  Installation of new boilers is 80% complete.
•  Main fire protection lines are 90% complete; branch lines are 90% complete; sprinkler heads are 75% complete.
•  In-wall electrical rough-ins are complete; electrical panel work is 75% complete; wiring and devices is 50% complete; lighting fixtures are 20% complete.
•  Communications cabling work is in progress; cable management trays have been installed; low voltage wire runs are 90% complete.

Get Ready for the Big Move!
March 12, 2010

Roseville library's temporary location on Arthur Street will close May 9 to prepare for the move back to the remodeled Library on Hamline Avenue.

The Library is currently scheduled to reopen in early July, with a grand opening celebration planned for July 10.

The following limited library services will be available during the move, first at the Arthur Street location and then at the Hamline Avenue location:

Arthur Street:
From May 9 - 24, the temporary location will be open for request pickup, rentals and Museum Passes only.

Hours during May 9 - 24 are:

Tuesday, Thursday 3 - 7 p.m.

Saturday 10 a.m. - 2 p.m.

Book drop returns will be allowed at Arthur Street until May 24 and at Hamline Avenue starting May 25. You can also return your materials to any Twin Cities public library.

Hamline Avenue:
Beginning May 25, the library on Hamline Avenue will be open for the same services during the same hours listed above.


LEED by Example
March 2, 2010

Ramsey County Library is leading by example with deliberate inclusion of environmental and economical design elements in the Roseville library renovation. In order to ensure the highest quality of sustainability, the Library was designed using the U.S. Green Building Council's (USGBC) LEED rating system.

The USGBC is a nationally recognized coalition working to promote environmentally responsible, healthy places to live and work. LEED stands for Leadership in Energy and Environmental Design. LEED certified buildings provide a standard for environmentally sustainable construction and indoor environmental quality by optimizing water, energy and material efficiencies.

On February 3, 2009, the Ramsey County Board of Commissioners voted to pursue LEED certification. To achieve goals toward sustainable building design, Ramsey County Library applied for and received $780,000 in grants.

"The library in Roseville will be the first Ramsey County LEED certified building. We are all very excited about the many green features and environmental education demonstration components," said Commissioner Parker.

Green features include:
•  More than 95 percent of construction waste recycled
•  Sophisticated lighting controls and reduced-wattage lighting fixtures resulting in substantial maintenance and energy savings
•  Large windows allow natural light to penetrate into the building which reduces the need for artificial light
•  Water-efficient landscaping includes large areas of native plantings that do not require irrigation
•  Rain gardens provide onsite storm water filtration and reduce surface runoff from paved areas
•  Low-flow plumbing fixtures reduce water consumption inside the building by 30 percent
•  Improved efficiency of mechanical systems, roofing materials and windows
•  Use of regional materials and resources
•  Improved air quality through low-emitting adhesives, paints, carpets and wood
•  Recycled flooring and finish materials
•  Use of Green Seal Certified cleaning products
•  Demonstration projects to educate youth on being environmentally responsible

Roseville Construction:

•  Stair installation is 75% complete on two of the stairways.
•  Stud wall framing for partitions is 95% complete.
•  Drywall soffits and ceilings are 30% complete.
•  Partition drywall, taping, and sanding are 40% complete.
•  Painting has begun.
•  Plumbing and piping rough-ins are 90% complete.
•  HVAC duct mains are done; HVAC branch ducts are 65% complete.
•  The air handler retrofit is 50% complete.
•  Installation of new boilers is 50% complete.
•  Main fire protection lines are 80% complete; branch lines are 25% complete.
•  In-wall electrical rough-ins are 90% complete; electrical panel work is 60% complete.
•  Communications cabling work is in progress; cable management trays are 70% complete; low voltage wire runs are 60% complete.
•  Exterior metal panel installation is 95% complete.
•  Exterior windows and glazing are 95% complete.
•  Shrub removal and tree trimming are 95% complete.
•  Bid furniture has been ordered. Master contract furniture orders are in process.
•  RFID proposals have been reviewed.
•  Joan MacLeod, the landscape architect, will meet with individual library neighbors on Saturday, February 20.
•  Dunn Bros. has closed its coffee service at the temporary library; the library has a contract for coffee service from Dunn Bros. at the Hamline location.


In the Next Month:

•  Installation of the third stairway.
•  Elevator installation.
•  Louver installation. •  Ceiling installation will begin.

Roseville Project Update
January 4, 2010

•  The Automated Materials Handling contract with Tech Logic has been signed.
•  The RFID (Radio Frequency Identification)RFP (Request for Proposals) was let in early December with bids due on 12/30/09.
•  Contract negotiations with Dunn Bros. are underway.
•  Furniture will be purchased through master contracts and through bids. The bid package has been let; bids are due on 1/6/10.
•  Contingency funds have been released for the construction of the lower level Automation Services space.
•  Window glass installation is in process.
•  85 percent of the interior studwall framing on the 1st and 2nd floor is complete.
•  100 percent of exterior waterproofing is complete.
•  65 percent of ductwork mains is complete.
•  95 percent of masonry work is complete.
•  60 percent of electrical wall rough-ins are complete.
•  45 percent of glazing complete.

In the Next Month:
•  Interior stair installation will begin.
•  Floors will be prepped for finishes.
•  Exterior metal panels will be installed.
•  Sheetrock installation at walls will begin.
•  Fire protection mains will be installed.

Roseville Construction Update
November 19, 2009

Roseville's year-to-date circulation surpassed one million items in early October. The Library would like to thank our customers for following us to the temporary site on Arthur Street, and the County Commissioners for making the temporary library possible.

Specific renovation milestones at the library on Hamline Avenue include:

Site
•  Fall paving projects have been completed. A final layer of paving will be applied in the spring and parking lots will be striped at that time.
•  Neighborhood concerns have delayed the last of the scheduled fall plantings.
•  Tree trimming and removal may follow the final meeting with the neighbors and the arborist.

Exterior
•  Infill masonry will be completed in the next two weeks.
•  The exterior stud system has been waterproofed and will soon start receiving insulation.
•  Exterior wall covering will be installed when the insulation is completed.
•  Window frames are on site; glazing will follow frame installation.
•  Major roof areas are completed; final roofing should be done in December.

Interior
•  Wall framing has begun on the first floor.
•  Framing will begin on the second floor next week.
•  Work continues on the elevator hoistways.
•  Infill slab on grade work will be completed next week.

Systems
•  The chiller pad has been completed.
•  The new transformer is operational.
•  The new air handler will be installed in the basement after Thanksgiving.
•  Ductwork and electrical rough-in will occur with partition construction.

Other
•  A contract has been finalized with Tech Logic of White Bear Lake, MN for a 25-bin automated materials handling system.
•  The Library Board authorized the staff to proceed with contract negotiations for coffee service with Dunn Bros. following a competitive RFP process.
•  Public area furniture has been selected. Furniture will be purchased through competitive bids and existing master contracts.
•  A design is being developed for an Automation Services space in the library basement.

Business continues to increase at the temporary library on Arthur Street as construction of the library on Hamline Avenue is progressing. Since the opening in May, business at Arthur Street grew from an average of 92 people an hour in the first full week of service to 161 people an hour in the last week of June.

Demolition and site work continues on the library on Hamline Avenue. Plans are coming along smoothly for both the Children's Garden and the terrazzo floor design.

"New windows will soon appear and new steel has been erected to allow for the installation of the second floor," says Julie Neville, Property Manager. "We are on track to open early summer of 2010."

Roseville Remodel and Expansion
May 2009


Ramsey County Library kicked off the remodel and expansion of the library in Roseville and celebrated the opening of Roseville's temporary library on Saturday, May 2, with a day full of activities and events attended by many local officials and community members.

The day started on Hamline Avenue as officials broke ground for the library’s remodeling project that will add a second story to the current building, allowing for more Internet workstations, a larger children’s room, more study areas and a teen room. County Commissioners, Library Board members and Roseville’s Mayor attended the ground-breaking and voiced their support for the project.

The celebration continued as Roseville's temporary library space at 2680 Arthur Street officially opened. Visitors enjoyed refreshments, door prizes and a performance by Eric the Juggling Magician. The library itself proved to be a popular attraction with more than 1300 visitors throughout the day.

Library Expansion Begins with Site-Clearing
March 2009

Expect to see activity on the property north of the Ramsey County Library in Roseville.

In anticipation of the building renovation and expansion set to begin this spring, a portion of the open land north of the structure will be cleared. Project plans call for adding a second surface parking lot to accommodate Library patrons at the busiest public library in Minnesota.

"Although some existing trees need to be removed, many trees will go untouched," said Library Director Susan Nemitz. "A gorgeous maple along Hamline will be a focal point in the new lot."

The site work will prepare the area to become a well-lit, landscaped parking lot complete with rain gardens, extensive grassy areas, and dedicated walkways leading to a new building entrance.

Meyer, Scherer & Rockcastle, Ltd., (MS&R) out of Minneapolis, designed the expansion and McGough Construction from Roseville will oversee construction.


Roseville Expansion to Begin
Temporary Location Approved During Construction
January 2009

The current library in Roseville, 2180 North Hamline, will close after regular business hours on March 31, 2009, to begin construction. Dunn Bros. Coffee Shop will remain open through April 26.

The library will be closed for one month as the collection is moved to a temporary location at 2680 Arthur Street, near Fairview Ave and County Road C.

The County Board's decision to open a temporary library will keep 80 percent of the collection open to the public and will allow the Library to continue offering storytimes, computer classes and Internet workstations.

During the closure, Library-goers are encouraged to visit the other six Ramsey County branches or the St. Paul Public Library system.

The expanded and remodeled library is planned to reopen in early summer 2010.

We've Outgrown Our Library

Since opening in 1993, the Ramsey County Library in Roseville's business has increased 70 percent. In 2007, the library had 728,000 visitors; that's 234 people every hour the library was open. In addition, Roseville circulated nearly 1.7 million items, making it the busiest public library in the state.

  Our continuing success has resulted in:

•  Long waiting lines for computers

•  Insufficient collection space in the Children's Room

•  Long lines at checkout

•  A shortage of seating

•  No computers in the teen area

•  A lack of quiet study spaces

•  A parking lot that's often filled to capacity

•  Shelving backlogs

•  Inadequate restroom facilities

•  Resources stretched to their limit

An Innovative, Spacious Future

Without a building addition, the library in Roseville will not be able to keep up with the extremely heavy and rising demand for service.

Ramsey County approved a $15.6 million budget to renovate the library in Roseville and build a 30,000 square foot second story addition. Ramsey County has purchased seven vacant residential lots to the north of the Library.

A flexible interior layout and technological innovations have been built into this project. Solutions for existing building problems have been designed to help us meet our patrons' needs and provide more efficient, cost-effective service.

  The expanded library will offer:

•  More Internet workstations

•  Larger Children's Room

•  Teen Room

•  Browser-friendly DVD and CD display fixtures

•  Larger rest rooms

•  Portable Internet training lab

•  Study and conference rooms
